Anno 117: Pax Romana is a historical strategy and construction game that positions you in the Roman Empire, where you are in charge of a province. The game has no one definite way out. You choose how to rule, such as establishing peaceful cities, trading with other governors, cooperating with other governors, and the use of force to resolve issues in your empire. You start in Latium or Albion; each of these places has a different atmosphere. Latium is distinctly Roman, and Albion is colder, wilder, with a very strong Celtic touch to it.

When you grow, you see things in the real world: people playing, masses in arenas, citizens reacting to scarcities, or whatever you do. It is about making the environment alive and responsive, as opposed to attaining perfect city designs. The demands of the emperor are in the background, and they come between or even urge you. You do play the role of the governor, naturally, with time.
