This is Hyogo Prefectural Assembly member Hideo Iwatani. He was being quizzed by television media for improper expenses, when he suddenly ran away as fast as he could.
You might remember the last Hyogo Prefectural Assembly member who broke down and started wailing when asked about his improper expenses.
At the end of the chase, Iwatani denied any wrongdoing regarding expenditures. He also refrained from crying.
