Meh, I look at this like how I view Germany's way of editing games so bloods blue or green and what not. Not everyone is as bloodthirsty as us Americans ;D Honestly, I'm surprised penalizing you for harming civilians isn't part of the game. Do you at least have the cops come and try to arrest you?
