Knowing Kojima, and knowing Metal Gear Solid, I still think this could be part of a long con.

Maybe the Snake we play in MGSV isn't really Snake. Maybe Hayter will pop up later in the game. Maybe Kojima needed a new ruse now that Phantom Pain is over.
