As some have previously stated, you do need both Morrowind and Skyrim for Skywind. The TESRenewal team got in some hot water for distributing Morrowind assets for Morroblivion back in the day.

Actually if I'm not mistaken that was the bigger points of this, was an all in one sort of "installer" that took care of all that stuff for you.
