He's blue and sports an plasma-shooting arm cannon. He's Mega-Man — aka "Rockman" in Japan.
Designed by Keiji Inafune, the character debuted in 1987 in truly horrible localized box art. The game was hard, the music was great, and the robot was and still is fantastic.
