I see where they're coming from by recalling them - sure it's not that kids are likely to lick/finger this one pin enough to do them any damage, but if for example all children's toys were made with lead paint, it could add up (lead poisoning is cumulative, iirc). That's why there are safety rules about not using lead paint, which is why Nintendo are recalling them.

(I presume it's actually against regulations to use lead paint in products which children might use, so they probably don't have much choice. There was at least one very expensive recall of major toys last year for the same reason - Chinese companies cutting corners and breaking the safety limits.)

What matters is that they create an unreasonable risk of lead poisoning. The paint could flake off and be ingested, the pinback could be removed and the object swallowed, the pin could be licked or sucked without actually swallowing it, any bit of the pin could break off and be eaten. They aren't being recalled because they are pins, they are being recalled because they contain unsafe levels of lead. Honestly, it doesn't matter what it is, if it contains too much lead (for its intended application) it will be recalled.

People don't normally eat paint chips but lead paint is outlawed because children might. Any product that contains lead and doesn't carry a warning should probably be recalled.
