If anything, Capcom is using the design of Bill Bull/Wong Who from Final Fight as a basis. Or as a previous commenter wrote, Flapjack from Slam Masters.

Rufus fits in the SF universe as much as characters like Blanka, Dhalsim, Urien and Twelve do. Sure his costume might look funny but this is probably intentional on Capcom's part. Create an oddball looking character but with a serious moveset.

News of this was first posted on the SRK forums. (Well technically 2ch was first). There's a thread with impressions of the new fighters as well as plenty of other gameplay impressions by people who were at the location test on SRK's SF4 forum. IMO SF4 is going to bridge the gap between SF2/3 gameplay.

One more thing I don't believe was mentioned. Vega and Bison are confirmed to be back.

3. He's just a sack full of helium. His fat doesn't sag at all. If you're going to do the fat guy thing, christ, at least do it RIGHT. What we have here is a sphere with arms and legs glued on. The guy has no hips. This is LAME.
