This is a "2D" hack, made with some gimp/photoshop filter.
You can do it better with a real 3D model, and lipcontrol, etc.. maybe with the Half-Life2 engine, or with professional tools.

Eh, I'd of done the eyes better and defined the corner of the mouth better so that the nose doesn't stretch. Seriously, Crazy Talk is the simplest program to figure out. I've used it in machinima before to make WoW characters talk with custom facial animations.

Also, this needs the sound of those creepy "super Mario Sunshine" calls from Gamestop for those who preordered the game.
