It is psychological warfare, just a tad different. They want enemy soldiers to giggle or become complacent when they hear a cow moo'ing. Then the Metal Gear slaughters them all where they stand instead of them running in fear.

Its the use of overwhelming force, but making your enemy "think" they can win an unwinnable battle, which makes it far easier to beat them if you're not chasing them all over hidey-holes all over the place.
