As kongamaniac pointed out, what happened to give them those Million sales was that based on the sales of all his other properties, stores like FM, FYE, etc that stock both games and other media made orders for the game on the same level as other "marquee" video games. So Vivendi made their cash on those orders up front, many of them sold to fools/50 Cent fanatics (there is a minor distinction/the ignorant, etc, and then got resold as used quickly, so now many stores have a huge used stock that just shifts around to different chain outlets, trying desperately to be sold to the unsuspecting.

So from Vivendi's perspective as Soulless Corporate Bastards who care nothing about gaming, why not release another one? If 50 drops an album within 6 months in either direction of the game's release, it will make back their money and then some just on crossover sales alone, even if its garbage again.

50 Needs more Nose Candy, after all.
