What is illegal is child pornography (i.e. porn that was produced by taking photos of under 18s, usually who were being abused at the time). This is illegal virtually everywhere including Japan, and a good thing too.

Drawing pictures of underage characters engaged in sex acts is definitely not child pornography and should not be illegal in any situation imo (as far as I know, it isn't in Japan; in the US it's probably not illegal but is a bit of a grey area and I can't see anyone standing up for it; I don't know the situation in other countries). Child porn is seriously illegal, virtually worldwide, for a very special reason - producing it involves abusing children.

There's some justification for defining photorealistic virtual child porn to be as illegal as the real stuff (basically because I think people have already claimed 'oh no guvnor, those images were made in a 3d program' - said images weren't). But for anything obviously not real it's ridiculous to outlaw it. It would be even more ridiculous to outlaw slightly risque but in fact not (quite) even sexual pictures of possibly underage girls...
