For anyone still interested (I realise that this is about a thousand pages away from the front page now) the word "Low Angler" is the name that they give to the people (in this example in Akihabara) who look up the skirts of girls performing on the streets and take photos. You can generally find them holding their cameras/phones pointing up the girls` skirts to get a shot of their underwear.

@dunetiger: That's nothing, you should see the other stuff Japanese shops put outside their doors. I saw PS3s, large gaming displays, TVs, etc. outside of shops in Akihabara and Den Den Town. In the US, that stuff would be gone in a heartbeat. Hell, we have to have security sensors in most shops because of shoplifting. In Japan, I saw very little in terms of security because it just wasn't needed. Really an amazing sight, in my opinion.

The only thing that would make this perfect is if there was a hidden camera on Haruhi for 24 hours. You could use the footage for a game show. And we all know we wouldn't put it past Japan to do something like that. Their game shows are 10 times better than anything here.
