Hamill is too old to be Wiebe, but Kinnear sounds nigh on perfect. As for Mitchell, I think the best suggestion so far is Sam Rockwell (his beard/hair combo as Zaphod in Hitchiker's Guide are proof), but Christian Bale from The Prestige works too. Man, you guys are good.

I have to agree with Swimodin. Christian Bale would make an interesting (and scary) Billy Mitchell.

But Greg Kinnear as Wiebe? I would have gone with Nathan Fillion. Hell, the two kinda look alike and Nathan appears to enjoy playing the little guy type roles.

Director Seth Gordon has proclaimed Johnny Depp to be his number one choice to play the part of Mitchell. My personal feeling is that, in this case, Depp is simply too ubiquitous to be effective. I'd be interested to know others' thoughts on Johnny D.
As for Wiebe, he himself has admitted (several times) that he'd like to be portrayed by Mark Hamill.

@ukslim: Your suggestion has merit; seriously, perhaps Cave should be sought to create the film's compositional score.
