If you are using it to describe children with downe syndrome, or autism, or any other developmental disability, then it is of course insensitive because at some point in time, people decided to start being offended at it for some reason. Regardless of why, they don't like it, so its rude to do so.
However, if you are using it in its proper context that a person or thing's development was impeded or delayed, then there is nothing wrong. Nor is it wrong to use it as an insult for somebody. You are just stating that their development or intelligence is stunted.
Three things about language:
1. Language does not happen in a vacuum.
2. Connotation and denotation must be taken into consideration.
3. You can only be offended if you want to be.

But enough about that...I agree that the Nomad, although awesome in theory, sucked. Hard. Why would I want to play my Genesis on the go for 40 min on 6 batteries?

I liked mine... except for the crummy D-Pad. It was virtually impossible to play Ms. Pac-Man on the thing! Despite not being a chore on the Genesis or Game Gear...
