I could be wrong, but I liken that statement to say, someone who buys and resells a concert ticket (not necessarily scalping them) wouldn't be allowed to sell it for cash but rather would only be allowed to trade it for a different ticket.
@chamoo232: But businesses, and therefore the government, profit from that. It would be up to the rest of the world who buys their products to outlaw/fine for such practices. Which has been happening, but continues to be an issue.
It's a bigger problem as I think it's utterly absurd that it's far cheaper for companies in the US to manufacture and ship goods across the world than it is to do so within our own country.
