What I have played though, is a lot of White Wolf RPGs. I had no idea they, CCP, had one. I assume it's in development, and not yet available, because I'm fairly interested in seeing the final product.

Sure, you could NOT play and only log in to change skills (I'm assuming you know about the real-time training system), but you won't be getting any experience.
I don't mean fictional numbers; I'm talking about real experience, knowing how to handle each and every PvP scenario you come across. Yes, the skill training is different, but it's those who are apt enough to know actual, real tactics are the ones destined to become really good at the game.

Also, if you sit on your ass and not play, even if you have two years of skills, you won't have the money required to buy what those skills allow you to do.

I'd like to think that the game model employed by Eve Online, that of a complex sandbox, is the new future of MMO's.
But who am I kidding, the WoW kiddies only want to walk (or as the case in WOTLK run) through re-generated content and publishers all want a piece of that pie despite the very high risks.
