That's a big number for a game, but not even a foot print in view of the world's population. 12 million people are not going to save the environment.

One idea could just be to periodically/daily grant the player a certain amount of gold/silver/copper for certain periods of time where you have some of your electrical appliances/lights/etc turned off.
Thing is, though, would this meter be able to determine how much electricity a single household is saving at a given time? As in knowing the capacity or whatever? Seems doubtful, and maybe people could trick the system. Players would do it for a worthwhile reward.
If nothing else this could help give people a reminder to use less energy, and have lower bills at the same time. More money for the subscription amirite?

Simply wouldn't get turned on by most players, and most players wouldn't really be that bothered about the rewards - It'd be copper, most likely, which when you get about level 50, is completely useless when compared to the quest rewards etc.
Anything more than copper would create an unfair advantage system - If you could play with fewer things turned on (Laptop on battery, router?) then you're going to benefit more than someone in a family household.
Especially considering that WoW is a paid for thing - This would be better targeted at larger social networking sites.

Must be completely optional. Very cool idea.
