Why can't the law reverse itself back to 18 and over again? It worked during Vietnam because of the draft. Why did they have to go ahead and reverse it when the rest of the world has 18+ and not 21+?

Well, this is the case here. If I am smart enough to choose who I want in office, I should be smart enough to know I am old enough to damage my liver with alcoholic beverages.
@TrjnRabbit: I'd say that there probably is a little wisdom to them. Many people are willing to "embrace their adulthood" by going overboard on their new found freedom. I'm sure it is meant to help someone gain more maturity before partaking in something that could be deadly in the hands of the immature (i.e. drunk driving).

The 21 age law forces people under 21 to binge drink, because they never know when they can get their next amount of beer.
Also, people older than the drinking age tend to stop drinking so much like the they would just a few years younger.
