Usually the shitty mods fail to ever be released, and the really good ones make it out the door. At least, that is what I have noticed.
I don't think the article is talking about gamers selling games. I think she is talking about companies taking an approach similar to MM with LBP. Make a game, but at the same time provide all the tools so that others can make their own game out of it as well, and then share that with others. So you'll still be paying for professional content, but at the same time, you're also getting free content from gamers that will increase the playability of a title.

The less moderation the closer we'll be to what the article is eluding to. Unfortunately I don't think it'll be too easy to dodge the whole moderation issue.

I think that, considering the moderation of LBP that has been thoroughly discussed on this site already, especially since Azure Palace (RIP) has been taken down, we're not going to see consumers become users until moderation is basically non-existent. Sure, it needs to exist, but not in the form that it currently occupies.
