Aside from a new 5th Column Task Force / Strike Force series of missions, the bulk of the Issue 15 update for NCsoft's superhero MMO is dedicated to making characters look their best and making it easier to use the mission architect player-created content tool introduced in Issue 14: Architect.

On the cosmetic side of things, players now have more than 20 new faces to choose from in character creation along with two new costume sets - vines and ulterior - making an already ridiculously versatile system even more so. They've also added new costume change emotes, allowing players to back flip, salute, or maniacally laugh their way out of their clothes.

NCsoft also updates their mission architect system, adding new testing tools to help iron out the kinks and enhanced search capability to help players separate the wheat from the chaff.

Considering the major changes that came about with the last update, Issue 15 seems rather tame, but with the massive Going Rogue update next in line for release, we can forgive the odd lighter than normal offering.

<![CDATA[City of Heroes Teases Power Customization in Issue 16]]> For those in the know, Positron's post on the City of Heroes forums yesterday tips off a hugebigimportant development in the cape-and-longjohns MMO. As in power customization, a concept begged for from day one.

Posi came in and, in the words of one commenter, threw a chair and left, with this:

So there has been some speculation on the boards about the content of Issue 16, and its relationship to the Going Rogue expansion. Due to some poor link naming in the initial Going Rogue email, many of you are under the mistaken impression that Issue 16 will be Going Rogue.

I am here to set the record straight. Issue 16 is NOT Going Rogue.

But I can give you guys a hint at what Issue 16 WILL be all about:

And then he dropped that image above, plus another. The file names "purple_fire_control.jpg" and "blue_fire_dominator.jpg" were a big tipoff to power customization. Longtime commenters reacted thusly. Then Back Alley Brawler, a dev, showed up and pretended to pay off a $5 bet for the addition of power customization.

Admittedly, this will mean lots more to the CoH community among us; I've been hideously slack in my crimefighting (still paying the $20 though, which if it doesn't make me a preferred customer, what does?). More on this as it develops, which it will.

<![CDATA[The City Of Heroes Mission Architect Explained]]> As the Issue 14: Architect update for City of Heroes draws closer to release, NCsoft drops new information and screenshots explaining how players will go about adding their own original content to the game.

The Mission Architect for City of Heroes and City of Villains actually appears in game within buildings belonging to Architect Entertainment, a company that has developed a virtual training program for super-powered beings. Players will log in to a computer terminal in said buildings to gain access to the mission editor, where they can create anything from a quick mission that lasts a few minutes to a massive, five-chapter epic. Players write the dialogue, create the enemies, and map out the goals other players need to achieve to complete their mission. Once they've got it perfect, they can upload it to NCsoft's Arc Server, which delivers their content to all of the game servers. Once it's live, anyone can access the terminals in Architect Entertainment and run through the mission.

NCsoft actually sent along a helpful FAQ with all of these details and more, which we've posted below for your perusal, along with screenshots of Architect Entertainment and the editor in action. What happens next is up completely up to the players, but it could be the start of something pretty damn amazing.

1.What is Mission Architect?
a.Mission Architect is a new game system we have developed for the City of Heroes massively multiplayer game. It allows our players to create their own stories and share those stories with other players on our live servers. Creators can pick from hundreds of maps and thousands of characters. They can use existing characters or create their own custom enemies. They can get even more detailed and create full enemy groups, giving each enemy unique costumes and powers. We allow players to write all of the dialog for their story as well as decide on level of difficulty and enemy placement. We even give them the ability to trigger one mission goal off of another, creating a chain of events within a single mission. Each story can have up to five chapters or missions and each mission can hold up to a maximum of 25 achievable goals. For people who just want to play the user created content, we give them access to the mission browser that shows all the generated content. You can sort these stories by name, highest rated, length and recently added. You can also filter content to show only those with specific ratings, arcs you have or haven't played as well as the alignment of the story. As people play content, they'll be able to rate that content from one to five stars. Creators will actually get in game benefits for making content that gets highly rated. We even offer a Dev Choice and Hall of Fame standing for the best of the best.

2.How does it work?
a.Players create content in game through a computer terminal within one of the Architect Entertainment buildings. Architect Entertainment is the name of an in-game company that's developed this type of ‘simulated experience' for heroes and villains of Paragon City and the Rogue Isles. You can think of this like a holo-deck or a simulated mission tool. Players go to these facilities that are spread through out most of our zones and interact with a computer that walks through the creation process. Here is where they pick all of their options for a mission as well as write all the dialog and build their custom characters. Once they've gotten their story together, they can test it out and see how it plays. Once they've gotten it perfect, they can publish the story up to our Arc Server. This server is cross shard and cross game. So, any content published will be seen by everyone on every server, regardless of where they play.

3.What rewards are we giving to the players and creators?
a.We're granting full experience (XP) and influence rewards for defeating enemies in player made content. We're also giving players tickets in place of random drops. They can take these tickets to an Architect ticket vendor and redeem them for various in game rewards, such as enhancements, recipes and salvage. We're also allowing players to purchase unlockable content with their tickets. They'll be able to get maps, costume pieces and different characters.

4.What special features does Mission Architect have?
a.At the high level we allow you to create your own stories and share them with others in the game.
b.You can build your own custom characters as well as full enemy groups, giving each one a unique costume, powers, name and background.
c.We allow players to link mission goals together, creating a chain of events in a single mission.
d.We offer rewards for the players who develop well received content (Hall of Fame and Dev Choice).
e.Every published story is visible to each and every one of our players.
5.Can you talk more about Dev Choice vs. Hall of Fame?
a.The Hall of Fame is where the best player rated content goes. To get to this rank you need to have over a 1000 votes with an average of 5 stars (we round up). Getting into the Hall of Fame changes your standing in the mission browser, moving it further up the cue.
b.Becoming a Dev Choice story happens when one of us (the developers) sees content that we feel best represents what Architect can be, good story and fun gameplay. Getting into Dev Choice actually elevates you beyond Hall of Fame and gives your mission the same sort of rewards and drops you would get outside of Architect. The only difference being that you get a ticket bonus at the end of a mission as opposed to an experience bonus.
c.We also have a third tier of stories which we will talk about at a later date.

6.How are you dealing with inappropriate content?
a.We've worked very closely with our customer service department to develop systems for this. In the end, we implemented a number of different systems. We have language filters that check for bad words and won't let you publish them until you remove them. We're also allowing players to flag content for inappropriateness. We also track all users and flags for any potential vote griefing.

7.What's appealing to the players of user generated content?
a.We're creating a system where the best content rises to the top of the list and everything else is filtered to the bottom. Players can sort by rank as well as what they have and haven't played. When playing in someone else's content you'll continue to earn full XP and influence. We've replaced the random drop system with a ticketing system. Players collect tickets as they go through content. Once they've collected enough tickets they can go to a ticket vendor and purchase exactly what they want as far as rewards go.

8.How long does it take to make a decent five mission storyarc?
a.You can create a single mission rather quickly, in less then ten or fifteen minutes. However, to truly craft something unique and excellent, you'll have to spend a decent amount of time in the tool. It could take someone a couple of days of to write, build and test something really good.

<![CDATA[City Of Heroes Celebrates Issue 13 With Free Weekend]]> Former City of Heroes and City of Villains players are cordially invited back for a free weekend in order to check out the new features introduced in Issue 13: Power and Responsibility.

Now through 11:59 Eastern on Sunday night, lapsed City of Heroes players in good standing will be able to log in and play the game for free in order to experience how far the game has come since they last stopped playing. All returning players will receive a total respec for each character, and a costume tailor token for each costume slot that will allow them to take advantage of new costume pieces.

With the sweeping changes made in the game over the past couple of issues, now is the perfect time to hop back on and see how your alter ego fares in this new, updated Paragon City.

<![CDATA[City Of Heroes Launches Issue 13: Power And Responsibility]]> City of Heroes introduces new ways to build up your superhero persona as NCsoft launches their latest free update, Issue 13: Power and Responsibility.

Issue 13 might as well be called the casual gamer's issue, as it introduces two new ways to advance your character without actually playing the game. First we have the day job system, which allows players who log out in specific areas to accumulate rewards and badges based on the job they are supposedly performing while offline. On top of that, they've introduced the Pact Leveling system, in which two players under level five may form a pact, which keeps they at the same experience level no matter how long they play, perfect for folks like me who only get a chance to log in every couple of months.

I'm probably most excited about the multiple builds feature, which lets players two different power sets on the same character. It's a lovely addition from a gameplay standpoint, and absolutely wonderful for the roleplayer wanting to play out his own Cosmic Spidey storyline. NCSOFT LAUNCHES CITY OF HEROES ISSUE 13: POWER AND RESPONSIBILITY

Brighton, England — NCsoft®, the world’s premier publisher and developer of massively multiplayer online games (MMOs) today announced the next free update to its highly successful comic-book inspired MMO, City of Heroes®. The release of Issue 13: Power and Responsibility introduces several innovative features to the MMO genre. Macintosh players won’t be left out as open beta testing for the new Mac version of City of Heroes is just around the corner.

Issue 13: Power and Responsibility unveils some pioneering features to the MMO genre. Multiple builds is a character customisation option and delivers the ability to have two different build-outs for each character. This offers enormous flexibility for players who can now switch back and forth between their two character builds, depending upon the task ahead of them, by visiting contacts in game.

Pact leveling is a new innovation for MMOs. This system allows two friends to enter their characters into a pact before level five, and have their XP permanently in sync, regardless of how much each character is online. This way when they play together they will always be the same level. It’s similar in concept to City of Heroes’ already popular Sidekick feature which allows players on different levels to play together.

Also City of Heroes’ new Day Job feature offers a way for players to progress their characters in the game even when they are logged out. In addition to providing an XP rest bonus to all characters, specific Day Jobs are determined by where you log out of the game. There’s an associated Day Job at many key locations in Paragon City™ or the Rogue Isles™. Once characters have accumulated the required amount of time for each Day Job, they are rewarded with the appropriate Day Job Badge, increasing their “earnings” for that job. Multiple Badges can be combined to unlock Accolades and the ability to accumulate additional new rewards.

Other features released in Issue 13 include the new Shields and Pain Domination Power Sets, new Cimerora mission content, the Merit Rewards System, Villains Patron Power Respec, Supergroup Base Repricing, and player versus player (PvP) powers rebalancing, paving the way for new PvP features to come.

“We are proud of the innovations that are going into Issue 13,” said Senior Lead Designer Matt Miller. “Ultimately our goal was to give players more interesting ways to play the game and more ways to play together with friends. <![CDATA[City Of Heroes Mission Creator Somewhat Delayed]]> The City of Heroes Issue 13: Architect was too big for one update, so they've split it up! This is really just a pleasant way of saying the the Mission Creator mode isn't showing up in the next update, but I appreciate their attempt and making it seem all happy. Now the next update is titled Issue 13: Power and Responsibility, and will feature all the updates promised in Architect aside from that big one, plus a few newly announced features, the most intriguing of which is the Leveling Pact, a feature that lets to players buddy up so that their levels always stay the same, no matter how much the other plays. An amazingly brilliant feature that not only supports MMO friendships, but also makes things a whole lot more convenient for the dual-boxers out there. Also new is Dual-Builds, a feature that will allow characters to maintain two separate power builds, useful for roleplayers who want a quirky, split personality character.

Issue 13 will be released this fall, with Issue 14: Architect bringing the Mission Creator to the game in early 2009. Hit the jump for full details on the new updates and changes!

Issue 13: So big it can’t be contained in a single update!

Good morning! When we announced Issue 13: Architect a couple weeks back, we were overwhelmed by the positive response. Much of the feedback was centered around the Mission Architect system which allows players to create their own missions and story arcs. We have been actively following forum threads and private messages about the feature, and have even discussed it with players in person at the Penny Arcade Expo in Seattle.

It became apparent that you guys really want this feature, but in order to fully realize your dreams of writing your own missions you need creative control in one more key area: The ability to create “customized” characters to fight with or against in your missions. Adding custom characters has always been on our Mission Architect feature list, but we had considered it a “stretch goal.” That is, we could launch the system without this feature because our confidence was high that the rest of the system was incredibly robust.

But after listening to you guys, we realize that this feature simply must be in at launch. You have convinced us that it is an integral part of the Mission Architect, and we have reworked schedules and timelines to accomplish this. Rather than push the launch of Issue 13 out completely for one (albeit really cool and very complex) feature, the Mission Architect is going to see a slight delay. What is not going to be delayed is the rest of Issue 13. To that end, the previously announced feature set for Issue 13, together with new features that we are announcing today, will become Issue 13 and Issue 14.

Issue 14 will take on the name “Architect” and contain the Mission Architect feature along with other features we’ll announce at a later date. We are planning Issue 14: Architect to be released Winter of 2009. Issue 13 is now called “Issue 13: Power and Responsibility” and be launched in the Fall of 2008.

Issue 13: Power and Responsibility will contain the bulk of features we’ve announced previously, including:

The Leveling Pact: A new innovation to MMOs, this groundbreaking system allows you and a buddy to create new characters and have your XP be permanently in sync, whether both characters are online or not. You will always be the same level, even if your buddy plays ten times more often than you do! It’s sort of like “Extreme Sidekicking.”

Multi-Builds: Another innovation to City of Heroes, we are delivering the ability to have two different build-outs of each character, including which powers are selected and which Enhancements are slotted. This will now be possible for characters who want to take advantage of it. By visiting any Trainer you can switch the entire build of your character to an alternate one. You can use this separate build for whatever you like. If you wish to use different power selections for soloing and groups, you can do that. This even makes it possible to have different IO sets slotted for PVP and PVE. It’s up to you.

PvE and PvP Powers Rebalancing: Floyd “Castle” Grubb and the powers designers have been hard at work in finding ways to strike a better balance between the many powers in the game. The scope of what they are doing is too broad to go into details here, but we’re very excited and we’ll share more information soon. Suffice it to say that we know that you don’t want your PvE powers adjusted because of how they play in PvP, so we’re taking a new tact in power balancing with Issue 13.

Players who only had access to one faction from now on have both. Neat! Other incentives include a complete debt wipe after the launch of the Episode 11: A Stitch In Time update, along with a Supergroup prestige bonus of 20,000 per character, amounting to up to 3,000,000. That's relatively insane. Finally they've announced that all players named Michael Fahey get to play the game for free forever, with the exception of Omaha Mayor Mike Fahey, who gets more search results in Google than I do. Okay, that last one might have been a lie, but still! NCsoft loves their City of players!

<![CDATA[NCsoft Acquires City Of Heroes, Creates New Studio]]> NCsoft likes City of Heroes so much, it bought the IP! Formerly the joint property of NCsoft and developer Cryptic Studios, NCsoft has assumed full ownership of the game and its villainous counterpart. As part of a push to further develop City of Heroes, the company has also announced the formation of a new studio in Mountain View California dedicated to the title, centered around key members of the Cryptic and NCsoft City teams.

Matt Miller, Lead Designer on the City of Heroes project and formerly with Cryptic Studios said, "We're thrilled to be bringing the CoH franchise to the next level. And we couldn't be more pleased to be working completely under the NCsoft banner. We feel that City of Heroes' best days are in front of it."
This of course leaves Cryptic free to work on their ambitious Marvel super hero MMO without having to worry about that giant conflict of interest.
NCsoft Announces New Studio in North California; Takes Full Ownership of Successful City of Heroes Property

AUSTIN, Texas, Nov. 6, 2007—NCsoft® Corp, the world's leading developer and publisher of online computer games, today announced the formation of a new development studio in Mountain View, California. The announcement comes as the company begins a renewed push to further develop the City of Heroes® property, which is now 100 percent owned by NCsoft. Previous to today, ownership of the intellectual property (IP) was split between NCsoft and Cryptic Studios, the original developer of the project.

The new studio will be built around key members of the City of Heroes team from NCsoft and Cryptic Studios including the art, programming and design team leads.

"We're happy to announce that NCsoft has acquired full ownership of the City of Heroes IP," said Brian Clayton, NCsoft executive producer and manager of the new studio. "Our plans are clear. We are now in a position to make a major reinvestment in the City of Heroes product line. With our existing Cryptic and NCsoft team as the core, we will be able to run our current service without any interruption to our players, expand our studio to deliver triple-A content, and take City of Heroes to new heights."

NCsoft will soon be announcing formal plans for the City of Heroes IP, which will include expansions and sequels to the popular comic-book inspired massively multiplayer online (MMO) game.

Wednesday 3rd October/... NCSoft Europe proudly brings you the the eleventh free expansion to the City of Heroes® universe, introducing a whole new level of depth, gameplay and excitement to the franchise.

SUMMARY
Issue 11: A Stitch in Time reveals that all that is and was is not as it should be! The mysterious Ouroboros organization, a group of beings from the ends of time, enlists the aid of Heroes and Villains to rewrite the past. Heroes and Villains are able to travel through time using the new Ouroboros System, which opens the gates to both new and existing content for players. Issue 11 also unleashes two brand new power sets: Dual Blades and Willpower, giving Heroes and Villains a slew of new power options. Additionally, Dual Blades offers Weapon Customization - taking the "City of" Character Creator to the next level! And the Inventions system is enhanced with new "Very Rare" Purple invention sets.

OUROBOROS SYSTEM
Through the mysterious Menders of Ouroboros, players gain the ability to "Flashback", that is to travel through time and relive major events from the history of Paragon City™ and the Rogue Isles™. Heroes who travel back in time will embark on missions such as preventing the Circle of Thorns from unleashing a devastating demon on a defenseless world, a story originally presented in the City of Heroes comic book. Villains who journey through time will get the chance to assist Lord Recluse™ in his initial campaign to conquer the Rogue Isles, and much more.

Heroes and Villains also use the Ouroboros System to return to story arcs that they may have missed and replay hundreds of missions from earlier in the game. Players will even get to set mission parameters for these missions to earn special badges. Heroes and Villains will be auto-exemplared to the appropriate level for each story arc to ensure the challenge level remains constant.

WEAPON CUSTOMIZATION
Sometimes an assault rifle just isn't the right tool for the job, or character, especially when he or she should be using a sniper rifle instead. Players can now change their weapons in the same way that they change their costume parts! From within the costume creator and tailor screen players select the new "Weapons" region. A number of new options are now available for appropriate power sets. Current power sets that benefit from this upgrade include Assault Rifle, Mercenaries/Assault Rifle, Bow, Broadsword, Claws, Villain Claws, Dual Blades (see below), Katana, Ninja Blade, Mace, Robotics/Pulse Rifle, and Thugs/Dual Pistols.

DUAL BLADES
With a flashing blade in each hand, the Stalker made quick work of the Coralax hybrids guarding the shipwreck.
Now Heroes and Villains can wield paired weapons to devastating effect! Use the new Weapon Customization interface to choose from several types of weapons. Dual Blades also uses a brutal new Combo system, where the order of your strikes can create new advantages for you to take down your foes! City of Heroes/Villains is hosting another of their double XP weekends next week. From Friday, June 15th at 8:59am PST / 11:59am EST until Sunday, June 17th, 8:59pm PST / 11:59pm EST, you can gain double the xp for all your heroic efforts. Influence and Infamy points will also be doubled during that time. They have also set up a referral program wherein you can send a friend a ten day free trial and if the person signs up for a paid subscription, you get four months of play for free.

In other CoH news, they now has a MySpace so you can add them to your profile and show everyone that you are friends with... a game.

<![CDATA[GDC 07: City of Heroes Issue 9]]> I have nothing but respect for City of Heroes lead designer Matt Miller and world designer Mellissa Bianco, who had to play opening act for the legendary Richard Garriott at NCSoft's presentation yesterday, where they were detailing the upcoming Issue 9: Breakthrough update for City of Heroes and Villains. The most compelling features included in the update are the introduction of the invention system and player auction houses to the game, adding a new layer of depth to the game that players (like me) have been clamoring for since launch.

Note that I might have spelled their names wrong, but considering half the people in the room thought I was McWhertor magically transformed into a giant man with a shaved head and brown hair, I think I am allowed a little leeway here.

Players will be able to visit universities and learn how to craft new costume pieces, gadgets (like the amazingly cool wings), and enhancements far more powerful that those old, non-crafted relics you've been running around in. Through a series of missions you will learn the simple process, which is as easy as gathering materials, finding a crafting station and pushing a button.

There are no crafting wait times like in many other games, as the designers wanted to maintain the fast-paced feel other the game. An MMO with action-oriented combat doesn't need players sitting in a room somewhere watching a meter fill up.

Materials, called salvage, will drop off of mobs like loot. The good news is they don't ever plan on having special drops off of rare spawns, so you don't have to worry about competing with other players for hours on end as you try to get that one special item to drop. Just find the mobs, kill them for awhile, and you'll have your salvage.

The only thing missing here is magical items. While tech-based characters are certainly suited for making gadgets, it would have been nifty for magic-based characters to be able to craft similar items, only with a more mystical theme.

Once you are done pimping out your character you can then sell your creations via the new auction house system. While the hero and villain side markets are separated from one another they are not server specific, so anyone on your side on any server will have access to what you are selling. This of course opens up cross-server influence transfer as well, as a low level character on one server can put an item up for a ridiculous price, which a higher level character on another server can then purchase. Hooray for cross-server twinking!

So the City of series is finally going to get an economy and enough neat new gadgets to draw even the most jaded former player back for another go at it. While the concept of beings with the powers of gods sitting around building gadgets does seem a little odd, it should be enough to bring more than a few ex-players back into the fold for another go.

<![CDATA[Gallery: City of Heroes Statesman's Task Force]]> NCsoft has released screenshots of the new Statesman's Task Force mission to be included in the Issue 9 'Breakthrough' update. It's the CoH answer to the City of Villains Lord Recluse Strike Force, where the bad guys took down the signature good guys from the game series. Looking over these screens makes me really wish I had stuck with the game long enough to be able to enjoy the new content once it hits. Looks like the players that stuck with it are in for some truly epic encounters.

<![CDATA[City of Heroes Update 9 Details]]> NCSoft Europe has announced their latest free patch, issue 9 in the continuing saga of City of Heroes / Villains. Entitled 'Breakthrough', the patch will introduce the Invention System, with which heroes and villains will be able to use recipes and salvage to create new gadgets, costume bits, powers, and more. CoH finally gets crafting! Finally something for those people who always wanted to play the Tinkerer or Forge from the X-Men.

And what are marketable items without a marketplace to sell them? Also coming in the patch are player auction houses, which take the form of shops for the heroes and black-market trucks for the villains.

The update will also feature a few new encounters and high-end task force mission. Big changes are a'comin to the 'City of' universe. The release doesn't say when exactly the changes will come, but certainly something to look forward to. More after the jump!

New Hamidon Encounter (Heroes and Villains)
Not only do villains get their own end-game raid encounter with the "Hamidon," but the new experience is also brought to the Heroes side where players must use new tactics to bring down one of the city's greatest threats.

NC Soft has announced that the latest free expansion for City of Heroes/Villains, Issue 8: To Protect and Serve, is now live. New features include: Safeguard Missions (Heroes Only), Police Band (Heroes Only), Pocket D Arenas (Heroes and Villains) and Faultline Reborn (Heroes Only). Additionally, both Heroes and Villains can enjoy a retroactive Veteran Rewards Program that rewards long time players with special costumes, powers and badges.

<![CDATA[Spontaneously Deleting City of Hero Superbases]]>

Over 100 Supergroups in City of Heroes logged on last Friday evening to discover, oddly enough, that a dimensional vortex had sucked up their bases, leaving them standing in the middle of a Tron-like grid of red lines bisecting a gray, infinite plane. Worse yet, not only was the base gone, but all the items and prestige these groups had worked for had disappeared too.

Well, not to fret. Cryptic are rolling back all the deleted bases, along with group's prestige. They are also giving each afflicted group an extra 1,000 prestige per member to make up for the inconvenience. Kudos to Cryptic for the fix; jeers for taking over a week with it.

Prodigious Gaming reports that MMO City of Villains will get a content update with the April showers. Timed missions called "Mayhem Missions" will be introduced, allowing players to harass civilians, mess up the Po-Po and rob stores for points. Expect some user interface updates, general streamlining and a bunch of textures being upped to hi-res in both CoV and its honorable older brother, City of Heroes.
