Considering how handheld-centric Japan currently is, though, it does not matter all that much that the cons are so close. The console announcements can occur at E3 or GC, and the handheld (and Japanese-developed) stuff can happen at TGS.
The end result still allows the public to play demos of all manner of games at the latter two events (and PAX, the unofficial "public E3").
It does make TGS feel even more isolationist, though.
It's a shame; TGS SHOULD take precedence over Gamescom because the European games industry is a crock of shit, but frankly...Japan's gotten so shitty lately, TGS has turned pointless too.
I guess E3 is the only expo anyone's gonna put any effort into nowadays. Shame.

If I was a forward-thinking Japanese developer/publisher, one that seeks to open up Western markets for our products, I would go to GamesCom. They have the least chance of knowing what we do, and thus we have the best opportunity to expand our consumer base and throw our name out there.
If I was a current Japanese developer, TGS or bust. After all, I wouldn't want to disappoint our fans at home, right? It doesn't matter that attendance is down, that the show was widely regarded as lackluster, it is still TGS and thus I must be there. Expanding foreign markets is not something to pursue.
As myself? I'd probably try to pull both, at worst recycling the information from GamesCom in order to present it to the local crowd.
