Ohhh forgot to add, the problem is most PS3 devs still code only 720p, and are not aware of the 960*1080 work around...
While some other devs are just shit hot and can code 1080p native games. These games are rare, and are on both consoles, but do use far more resourses than just 720p...
Not every dev has the coding skills or capital to invest to achieve this, so scaling via software and hardware tricks tends to be the norm...
The PS3 "can" scale through the hardware, but there seems to not be a specific chip that only scales, unlike the 360. Scaling is done via the GPU only
Early SDKs issued by Sony were gimped they provided devs with no real way of scaling via GPU, so they just made 720p only games, much like early 360 devs...
But the fallout of no specific scaler chip meant that if you play a 720p only game on a 1080i only HD set, it downscales to Standard Def, Something the 360 does not do, as I stated the user picks a resolution and the 360 will output that all the time...
The reason the PS3 downscales is that the signal being sent to a 1080i only TV is 720p, the TV does not know what to do with it. It asks the PS3 to output at 1080i, but the PS3 does not know how to do this, so it just outputs the next best resolution which is just SD...
Now to be honest 1080i only TVs tend to be early HD tvs and are mainly found in the States... But as you can see by that forum link I gave it still effects a fair few people.
How the lack of a scaler chip effects me, is that my TV is quite large, 50 inchs and 720p is a smaller resolution than 1080i/p and results in jaggies...
720p on smaller sets looks fantastic and also on smaller sets its harder to see the difference if something is 1080p. A very general rule of thumb is anything set above 40" 1080p tends to look better. Of course this varies on models and personal preference.
Most HDTVs have scalers built in too and the new generation of HD tvs (last 6 months or so) have far better scalers built in and will make my problem go away. I am just not ready to upgrade yet, the sets that are good enough for me and are 50"+ start at £2Kish...
In the meanwhile if devs dont code their games to 720p only but to a strange res of 960*1080, then the PS3 can scale 720p & 1080i/p with ease, without a large performance hit
Of course devs have tried this and their own methods to different degrees, which is why we get the "pixel police" who say that the game is not running native 720p/1080p, sometimes its done to get some extra performance out of a machine COD4 is perfect example its not 720p for PS3 or 360, but uses scaling tricks on both machines...
Here is the gist,
The 360 has a completely seperate scaler chip built in, the sole purpose is to scale resolutions (nearly all HD devices have such a chip), originally the 360 only outputted normal SD, 720p and 1080i...
But Ms unlocked the chip to display 1080p via firmware very early, the only problem being that early 360s did not have HDMI outputs only component. Most TVs that "could" handle 1080p could only do so through a HDMI port, it has something to do with HDCP

To get round this Ms released the Elite which had HDMI and Component as standard and later on all 360 models had HDMI & Component, the main draw for the Elite these days is the larger Hard Drive & Colour (I own an Elite, by the way)
The result of the 360 having such a chip is that a game can be made by devs to support 720p only and the 360 can upscale this game to output 1080i/p with no extra strain on hardware, it was built to do this...
The game is still 720p only, its just the signal is stretched to 1080 before the TV receives it, a user can pick one resolution and the 360 will output that all the time
The PS3 however is a different story...

You asked for some reasons bout how Forza > Gran Turismo.
Gran Turismo suffers from what all mega nerds have - you know they're smart but you can't peel away any personality. Thats the main thing GT misses - it is sterile, it gives you the facts and gives you nothing else. Its got the personality of a spreadsheet.
The realism of Forza is incredible. I saw damage on PGR at the Xbox's launch, but it was seeing realistic damage I found amazing. On Forza 2 I painted an orange car black, I scrape the car and the old orange paint pops up. On GT theres no mega customisation, let alone damage.
Theres no auction house. Its online services aren#'t half as good.
Forza is a blatant copy, yes - but Forza does it all that much better.
Although the Top Gear test track on GT5 is worth a go XD
