My question is regarding this "free month" I see people mentioning. For the life of me I could not figure out how to access a free month's worth of game time. From what I read in the official forums, there is currently no free month (week, etc).
Was this something offered as a pre-order incentive?

That's what I thought, as well, but I always have more success resolving app issues by performing a forced-reboot than just a normal shutdown.
Of course, I didn't design the iPhone, and I'm only going by personal experience and forum feedback but my phone tends to perform more efficiently after a hard reboot, FWIW.
