Economics is the art of applying numbers to common knowledge. It's fairly difficult - numbers and abstractions do not make pleasant bedfellows.

Even in the case of GTAIV selling well: What is the exact amount of units to produce to reduce loss? To know that, we'd have to know the exact number of people ready and willing to purchase GTA at launch. How many people bought the last one? Is the ad campaign going well? How well? Did the market expand? Contract? What is the current spending capacity? It's easy to say "the game is going to be popular" with certainty. It's difficult to say "produce 130,000 units or face staggering losses" with certainty.

As far as this article goes, it's a fairly no duh situation: Dollar depreciates, imports decrease.
