While i agree i think PG4 fell flat on it's face i think you're underestimating the investment Microsoft has in the core franchises. I mean in 2010 we saw: Reach, Fable III and Alan Wake all as flagship releases, alongside of the Kinect. Sure Microsoft is diversifying (and as is Sony for that matter) however i think gamers are still the center of their market. In 2011 We're getting a new Forza, a new Gears, probably a new Halo at some point.
It's also worth noting how much Microsoft is invested in the download marketplace. All of those summer of arcade games? Exclusive to the 360 (and sometimes PC/360). That gives you things like LIMBO, Super Meat Boy, Comic Jumper, Splosion Man, Hydro Thunder, ilomilo, Raskulls, etc. Oh and how about the DLC? Call of Duty Map Packs are timed Exclusives, as is the Fallout: New Vegas DLC.
I think sure you can say they are trying to attract new audiences, which is what a business should do. Every smart firm reacts to changes in the market, Kinect is Microsoft's reaction. Like how Move is Sony's. But at the same time, microsoft knows where it makes its money. Through it's core gamers.
Oh and regarding Bizarre, Microsoft obviously likes them enough to have both Geometry Wars games exclusive to their console.
