"Hmm, besides the two obvious people (Kojima nad Itagaki), I'm trying to think of who the other really big names are that aren't owned by a publisher in Japan. Sakaguichi is completely tied to Microsoft (I think they have a first refusal contract so anything large scale is theirs) and Platinum seems to have a really vast contract with Sega, so I'm really blanking out on who else there would be."
