Required parental controls: NYS has no jurisdiction to force console
manufacturers to include parental controls in their consoles as none of
the console manufacturers are based in NYS (though they could
potentially find a backdoor to Nintendo due to Nintendo having a
presence in NYC.) The only thing that NYS can do is require that
consoles that are sold in NYS include parental controls."
