Ace Attorney series producer Minae Matsukawa issued the threat in an interview with GayGamer, saying:

Yes, we would like to [release #4 in the West] very much, and we're working to make sure that happens. But it's kind of pointless if number three doesn't do very well, so we want to make sure people know about that, buy it, and tell their friends!

It's an interesting sales pitch, I'll give her that. Think of the billions publishers could save in advertising! Hostage marketing, they'd call it.
