Simple. Increased costs.

The profit made on games last generation was already pretty slim, the exponentially increasing development costs of this generation cut into that dramatically.

Now add in the increased cost of marketing, distribution, and overhead (payroll, healthcare, etc.) and you have the magic formula that leads to increased revenue and decreased profit.

It's not only possible, in a collapsing economy it's probable.
