For years now, the main Resident Evil games have been getting bigger and bigger. They're still scary, sure, but they're less traditional survival horror and more action game. That's where Revelations comes in.
"You're right to say that the numbered Resident Evil games are more action-oriented," said Resident Evil: Revelations 2 producer Michiteru Okabe. "They're aimed at a wide, mass audience.
Continuing, he added, "The Resident Evil: Revelations games, however, are aimed at long-time RE fans who want a more traditional, survival horror experience."
That's pretty smart on Capcom's part. Give the numbered Resident Evil games the widest appeal possible, but make the Revelations games for the long-time survival horror fans.
