CryEngine 3, Crytek's top-tier game engine that made Crysis 3 look so pretty, can be handy modeling streets, disassembled cars and entire cityscapes. French company Enodo utilizes the game engine exactly like this, and it has massive video game potential.
Have a look at the scenes with tilt-shift added at 1:11, I could go crazy for a city-building sim using these graphics. Or the superb close-up urban parts all over the video, resembling a sandbox game that's not been made yet.
