Alright, we have visuals here that are not fake: Actual game play video of Street Fighter IV, at a location test for the game (which is to be released for arcades this summer). We've heard of the luchador, El Fuerte and seen some stills in action. Now here is Rufus, a surprisingly nimble fat guy who resembles either a bloated tick or Strong Sad with a topknot and goatee.
I've embedded the Gametrailers version after the jump, in case YouTube does something wacky. The comments board there points out that Rufus's M.O. seems to be a ripoff of Tekken 6's Bob. I leave you to judge for yourselves.
Big hat tips to readers Jason Cirillo, Woolie Madden and Aaron Francis for spotting this yesterday. You all came in at the same time. Woolie points out this was the fourth location test in Japan, and from the sound of the video, it's at a bowling alley.

Normally I don't consider myself this shallow but this character has pretty much ruined the game for me.
Raiden from Fatal Fury, or Cheng from Fatal Fury, or any of the fat SNK characters, the evidence shows hes more in tune with cheng because of the way he moves and plays.
Why? I just don't understand. This game looked so cool. I still think it will be, but the last few characters they have showed were not impressive. Please just remake marvel vs capcom and everyone will be happy.
This game just keeps looking worse and worse. From Ryu looking absolutely ridiculous, to this bland looking fat guy... what's going on there?
Whoever the character designers are for this game I really dislike them, not a single new character seem to fit in with the others, except maybe Abel. I'd much rather have some SF3 characters in the game than a bunch of snk lookalikes.

@Timsobuff74: how stupid are you, Well its not coming out because capcom no longer owns the rights to Marvel characters, with the rights belonging to EA. Marvel increased the licensing fees with the recent success of its films. As a result, Capcom can't afford to make a Marvel vs. Capcom 3.

Let's be honest; with all the possibilities, this "more to love" character design is pretty shitty.
This guy looks so awesome! reminds me of that one super popular heavy-set martial arts movie star... damn whats his name... anyway this guy looks like he'd be a blast to play. His spin moves are hilarious and he looks mean as hell. Can't wait.
When I first saw the picture I laughed and though that might be the worst character, ever designed. After seeing it in motion I don't feel any different. Wow.
I would like this guy if he had his hair all spiked up and constantly tried to power up by acting like he was really constipated.

I'll withhold my criticism of him as a character until I play it, but rarely have these type of characters been interesting to me in fighting games, I like agility ;)

I didn't liked the SF4 art direction in the first place, but now its getting really ridiculous.

@jackal888: I don' t think Capcom owns Skullomania or Hokuto. I believe they are owned by Arika, who licensed the Street Fighter name and characters to make the EX series.

If they make him better then what he is now (he's supposed to be the worst char) I'll use him. I love me some goofy characters. If you don't like him- you have 15 chars left to choose from.

Capcom. What are you doing. I was really interested until I saw his goofy "super hero" getup. This just might ruin it.
My feelings resonate with everyone here. Seems Capcom is running out of ideas and trying to be unconventional by taking shots in the dark with these wacky stereotypical characters, but is risking appeal in the process. I know there's a large pool of pre-existing characters to bring to SF4, but I guess they feel the need to expand the SF universe.
