WARNING: The following article contains some spoilers.
When I saw Fallout 3 at last year's E3 I thought it looked cool but not being one of the cult of Fallout, I viewed it with the same sort of interest that I do most games I know nothing about: Curious, but not what I would call overly excited. All this changed however, this past Tuesday when I headed downtown to check out the new build of the game that Bethesda was showing off.
From a training system tied to a child's development to the fifties-meets-Steampunk look of weapons, Fallout 3 may not have a solid date yet, but after seeing this build, I can honestly say I am well and truly smitten.
After skipping through the opening cinema which we had seen previously, we got straight to the beginning of the game which I have to say was one of the cleverest set of training levels I have ever seen. You start the game as an infant just being born. Once you have been birthed, you meet your father who had the pleasure of delivering you. A series of dialog choices allow you to choose the sex of your character and his/her name. Then a "Growth Projection" machine is brought over to show what your character will look like when they "grow up." Here you can customize the look of your character by using the many features or simply choose a pre-made character. In an interesting mechanic, the choices you make in creating to your character will be used to create the features of your father, who's face (at this point) is covered with a surgical mask. While in this infant mode, pressing the A button will elicit crying from your character.
Soon you have grown up and you're are now a year old. Your mother is nowhere to be found, but your scientist father is at the ready to care for you. (Pressing the A button will give you baby's first word, Dada) After a series of simple tasks like playing with your toys and opening your playpen, you can explore the room a bit. Now it's time to start picking your character's base attributes. This mechanic is accomplished by the ingenious use of a baby book you find lying on the floor. Each page has a different attribute along with an explanatory rhyme. Here you can add or take away attribute points to suit the way you want your character to advance.
Look at that. Our little boy is growing up so fast! It is now your tenth birthday and it is celebrated by your father and friends with a party in one of the rooms of Vault 101 where you currently reside. The momentous occasion is marked by the receipt of your Pip-Boy 3000, a wrist accessory that will remain with you for the rest of the game. The Pip-Boy 3000 has many of uses for interacting with your character as well as emitting light for use in those darker areas of which there are many. Apparently there is another training level where you turn sixteen and are presented with a BB Gun which will help you train up in your shooting. Unfortunately, we didn't get to see that one but instead, fast forwarded to check out some of the real meat of the game.
The next level we were privy to was a Junkyard scene where you meet the dog who will soon become your companion. Once acquired, your best bud can help you find food, chems and weapons. He can also come in handy in a pinch by helping you attack enemies. But, be careful to keep him healthy because he can die if not properly taken care of. If things get too dangerous, you can always have him wait nearby or send him back to Vault 101 where his safety will be assured.
Now we get to the really fun part, the combat and enemies. As any of you who are familiar with Fallout will know, your enemies are mostly radiated mutants or "ghouls" as they are called in the game. There are various strata of ghouls ranging from simple ones who still have some of their functions and can actually be spoken to, to glowing ghouls who are so infected that they practically leak radiation. The ghouls can use this radiation power to harm you while simultaneously healing themselves and other ghouls around them. But ghouls aren't your only worry, the Brotherhood of Steel is roaming around causing trouble as well and you will often come upon two factions locked in battles of their own.
Taking down these enemies is a snap (well, maybe a few snaps) when you make use of the myriad weapons at your disposal. Weapons can be purchased, stolen or taken off of conquered enemies and it would behoove you to get as many as you can. I really loved the design of the weapons themselves, they really exuded a sort of "SteamPunk" style melded with an almost fifties style. Everything looked as if it was cobbled together from what could be found around the devastated environment. (The Fat Man Rocket launcher was a particular favorite of mine) And of course, as you all know by now from seeing the screenshots, the environment is a fictionalized Washington DC that has been ravaged by nuclear war.
The combat moves beyond the simple point and shoot with the use of Action Points. Your character has a set number of these points that can be used for various actions that target certain parts of an enemy's body. Once an enemy is targeted and the proper buttons pressed, the various body parts of said enemy will light up showing you the percentage chance you have of hitting that body part. Then you are free to deploy those Action Points and watch your enemy's limbs and head fly off in all directions. This mechanic is made even more interesting by pulling you out of your regular first person mode into a third person camera mode that will allow you to see more of the delicious mutant killing action. Once the Action Points have been spent, they will regenerate over time, but using your weapons and running around like a madman will slow that regeneration down.
Of course, Fallout 3 isn't all killing and nuclear mutations. You also have the added pleasure of being able to upgrade you character using experience based skill points to bump up your various skills. There are also Perks that can be used to add to your base abilities and allow you to beef up parts of your character that might have been neglected when you first created it. You max out at level twenty though, so be sure to spend those points wisely.
Everything I saw about this game was impressive, but what really got my attention was its overall art style. The optimistic fifties design juxtaposed against the destroyed landscape is a great choice and is seen everywhere from the HUD to the atomic design of Vault 101. Seeing it sprinkled around the world gave me the same feeling I got the first time I saw the art-deco wonders of BioShock. It's nostalgic yet at the same time seems so fresh and new because we rarely see that style of design in modern games, especially FPSs. It also gave the design team a chance to inject the game with a subtle humor that is evident throughout, even seeping its way into the dialog choices and sound.
The team is still on target for a release in the fall of this year but we still weren't able to wrangle a solid date out of them. One thing we did hear however, was a promise of a hands on at E3 so you can bet I will be signing up for that one.

This game is certainly going to recapture the old Fallout games. I know it'll be great.
It's like Bioshock on steroids...and then it licks a toad and then someone microwaves the toad.

i'm so jealous of you flynn....the fallout series has always been on top of my favorites list, and it's going to take one hellava game to knock it out...
i really am not hoping for much from this game, simply because i don't want to get my hopes up too much (ala The Brotherhood of Steel - wasn't horrible...but not what i should have been) so i'll wait "patiently" until it comes out and give it a whirl.

It sounds like they are sticking to the original in a lot of areas. I'm really excited to see if they can pull it off. Anyone that played the originals knows that they are a hard act to follow!

I hope Fallout 3 has some of the similar characters and events from Fallout 2. Some of that stuff was really good, but now it would be considered worst than hot-coffee. Good thing Jack is busy elsewhere.

Flynn, one question -- did they tell you whether the world would level with you a la Oblivion, or whether enemies would have set levels?

BoS causing trouble? Weren't they originally self appointed guardians? While not completely policing the wastelands, they'd at least take down raiders etc etc.
I really hope it doesn't go down the horror shooter game path, I want to fight desperate raiders, help the downtrodden etc. Don't want to mow down generic zombie looking ghouls and ogre looking Super Mutants.
I'm looking forward to it, as Fallout 2 is in my top 3 favourite games, I just hope it isn't another crappy game like oblivion with mutants, ghouls and guns chucked in.

Doesn't exactly narrow down the level of excitement at all. In fact, it establishes a fairly wide rage of possible levels of said excitement.
But it was all worth it once I read "delicious mutant killing action."
So am looking foward to this game, really want to see Bethesda`s take on the series. Though still hold the slight bit of skepticism Ive had since this project was first announced.
Then again if Flynn is enjoying it I think its going to be A ok.

To be honest, I'd still rather have a Wasteland remake, since Wasteland is what Fallout ripped off in the first place.

Do you mean Fallout as in the Fallout series or Fallout as in Fallout 3? Because in Fallout and Fallout 2 you engaged in combat with a shitload more humans than ghouls.

If you really want to throw back, go look up Wasteland. [en.wikipedia.org]), it holds up better then Fallout1.
Fallout Tactics is one of my all time favorites. Great story, great mechanics, an untouchable chracter creation mode (Kotaku, feel free to tell me I'm wrong) and one of the smartest mutliplayer I've ever seen.
Personally, This game has me excited. A bit upset it might be the shorten brother of the series, but it sounds like it will continue being the 'smart' series it has always been.
Is this an RPG with FPS elements, or an FPS with RPG elements?

@huginn: mmmm, Wasteland. few things in gaming compare to the first time you use an automatic rifle in Wasteland. I remember coming off of Bard's Tale II and thinking, "wait WTF? the encounter is over? I only fired the machine-gun once!"

Yep. In the older fallout games, there were probably more friendly ghouls than enemy ones. Looks like Bethesda's still trying to turn the series into the ususal black-and-white, knights-in-shining-armour-vs.-scary-ugly-things theme of most RPGs. Should've seen this coming when they made the BoS into heroes, I guess.
Can't wait for this one, may consider freezing myself in ice like Eric Cartman did when waiting for the Wii to come out. But then again, he woke up in a world of talking sea otters, so maybe not.

How many people super duper exited about Fallout 3 have played Fallout 1 and 2?
Im looking foward to it, but im still cynical. I dont want Bethseda to make it into an action heavy adventure game, like Obvlion that is lite - or non existant on the Role Playing elements...... Because thats what Fallout has always been known for... being an RPG.
Dogmeat is in this one? I had read they were going to leave him out.
Man, I wasn't that interested in this title but if the game is as immersive as it sounds from that preview then I'm going to start paying more attention.

Said it a thousand times (or three?) before and I'll say it again Fallout 3 is GOTY.
Played the first two a couple of times and I love them (high up there in favorite games with Planescape Torment and Oblivion and Bioshock and Riddick and COD4).
I'm really glad that Bethesda are the one who picked the IP up. I'm really confident that they can pull off the Fallout flavor, plus we know that they can do awesome RPG's on consoles.
My 360'd better not crap out on me while I'm playing this one!!!
Fallout 3 is a release date buy for me, even if that date mutates into sometime in 2009. Bethesda is a local developer and I'm big on supporting local business if possible.

But there was pang in my insides when I read that write-up. There was a small part of me that longed dreadfully for the classic turn-based combat in Fallout. Ah, well c'est la vie. Out with the old and in with the new.
I'm just hoping the social parts of the game are going to live up to the previous Fallouts. It was cool having an obvious effect on the people of the world based on my actions and yes, it's there in Oblivion, but if felt superficial. Not so in Fallout.
I just hope to god the leveling system wont be like oblivion.

I played the crap out of them and I'm super duper excited about Fallout 3. There's really nothing that Bethesda did or showed or said that worries me. I don't mind the change or perspective, it makes a lot of sense to me.
I'm pretty sure they will nail the rp elements, if only because I'm pretty sure the guys at Bethesda are talented and intelligent and they are aware that the rp elements are at the core of Fallout
And I'm not worried about the "Oblivion with Guns", because, in some ways, yes it's going to be "Oblivion with Gun", but in a good way.
I hope the dog is a cybernetic dog like from fall out 2. Cause that dog tore some $#!^ up.

@ManiO, @Pantsman: Not even humans, really. I remember thinking I was singlehandedly responsible for the steep decline in the Mutant Pig Rat population, much less the wasteland's largest purveyor in Fine Radscorpion Tails. Ghouls were way off the scale. :(

Sounds great and it will be a day 1 purchase for me but I doubt they will get it out this year. For some reason I see this being delayed although the screens and impressions make it look like its pretty far along.
