@Witzbold: I was just in a store two weeks ago in Akihabara (can't remember the name; some 7-story deal, sold a lot of art books on the first floor) where the adult flyers were in plain view just inside the doorway, essentially wallpapering the stairwell down. You could see them from the street if you approached from the left. I'm not being snarky, just calling it as I saw it.

The Japanese media has been attempting to attribute it to video games, so your average otaku is probably not looked upon favorably by the Japanese authorities. @FranUnFine: Actually those 2 guys look more like a private security company guards rather than police. Although that does sorta look like the motorcycle police uniforms.
The regular street cops wear a darker navy color. Usually when dealing with crowd control they wear an extra vest over the uniform that has police written on the back in Japanese. As shown in a different picture via the link.
