German censors are a twitchy bunch. Especially when it comes to violence. If a game's got copious amounts of the red stuff, it runs a very real risk of having the Unterhaltungssoftware Selbstkontrolle (USK, ie their ESRB/BBFLC/OFLC) pull the trigger and deny it classification. Which happened to Gears, Crackdown and Dead Rising. And has just happened to Clive Barker's Jericho. While this doesn't technically ban the game, it does mean it can't be advertised, and can only be sold to those over the age of 18. Which effectively kills it, since few if any retailers will bother stocking a game they can't advertise.
