In an interview with CVG, Massive Entertainment boss Martin Walfisz has said that their up-n-comin, not-really-an-RTS-RTS game World in Conflict (which is currently PC-only) would be ideally suited to the 360 and PS3.
[World in Conflict] is much more visceral and action-oriented than traditional RTS titles, so if there's ever a game that could translate well to the consoles, it would be something like World in Conflict.
Take that, C&C 3 and Halo Wars. Still, he speaks the truth. Since it controls as much like an FPS as it does an RTS (just...believe me, it does), there'd be little stopping dual-thumbstick controls from working just as well as the mouse & WASD keys. Or, for the ultimate perversion, playing the game on a PC with a 360 pad.
